The Specification the requesting Agency MUST meet:            Specification for Transfers:
1) 500+ Population                                                                   1) The agency you are transferring from must have 500+ Members.
2) Active HQ                                                                             2) If you transfer you maybe given a rank lower than you actually are.   
3) The Company MUST follow our terms and condition.           4) Highest rank we offer is 2ic Chair Person.
4) The Company MUST be open for over a week.                    5) Transfers from Allies maybe given the equivalent rank or higher.

Alliance Terms and Conditions. 
Rules:
1) HIA Will take transfers from Allies. 
2) If any of the members of the Allies Spam or 'steal' Our staff the company must deal with the matter with zero tolerance, the Allie will be on KOS list: Kick On Sight List or Banned on the spot and taken from the Special visitors and Very Important Person Badges.
3) All HIA staff that are above 3ic should have Special Visitors badge at the allies HQ.
4) Allies must not accuse any of HIA staff without proof as our staff would do the same.
5) Allies must not mess with switches or break any of HIA rules while inside the [HIA] HQ. (Even if they are in the lobby)

Benefits of Alliance with HIA:
1) If any staff is breaking the rules at an allies agency we will allow you to take Him/Her to court and the matter will be dealt with.
2) If the Allies need any support there will be a member of the GOV. (Government) Or Member from the Founders Cabinet team to support them, Not just any Staff member from the GOV. Or Founders Cabinet will get to go, they will be specifically  chosen bye a 1ic, Founder.
3) Allies that are 3ic or above will get Special Visitor badge free.
4) We will follow your rules as you will be following ours.
5) Any Complaints made by allies will go straight to a member of 1ic Such as a Founder.

Other then that we are looking foward to become allies with all sorts of agencies.
